Dr. Jose Regin Regidor recently published a paper entitled “Issues and challenges in local bike lane network development in the Philippines” in the IATSS Research journal.
The paper, co-authored with Julshabar Halil of UP National Center for Transportation Studies, examines the Philippine experience of metropolitan bike lane development, drawing on project reports, monitoring data, policy reviews, and multi-stakeholder consultations under the Metro Bikes Program. For policy and practice, the study highlights the need to pair infrastructure delivery with user-centered design, evaluation frameworks, and stronger enforcement and coordination.

Their study was funded by the United Nations Development Programme Philippines, Global Environment Facility, and the Department of Transportation. The authors also acknowledge the local government units, various bicycle groups and mobility advocates for their active participation and contribution in the conduct of the network planning and master plan formulation.
